I have read that you can cut lights strings anywhere on the string.  And I have read that there are certain places that you have to cut them or they won't work.  So what is the correct answer?

What kind of lights are you talking about?
minis------can't really be cut anywhere.
C7-C9-----can be cut anywhere between bluls
ropelight - every 18 " (most of the time)

Many minis can be cut in half.  For example, the common 100-light strings can be cut between bulb 50 and 51 (where there's only 2 wires, most bulbs have 3 between them).  But you don't want to cut them in an arbitrary location.  If you pull out a bulb and a "section" (e.g. half the string) goes dark, that's a section that can be isolated.

They are C7's.  One string cut at 30 ft and one at 22 ft.  They are to go around garage doors.

Sure you can cut these where you need to . If you can take the last socket apart and cut the wire just past the connection so the end is inside the socket. also insulate them from one another with shrink tube or something so you don't have a short:shock:
