My HOA doesn't allow signs in the yard except for 'real estate' signs. There are also size restrictions.
So I'm thinking that maybe a scrolling LED sign or some static sign in a window might be my next best option. Perhaps a 'tune to' sign mounted on the side of the house would be ok, since its technically not a yard sign then.
Any ideas or suggestions?

I think my HOA has similar restrictions, yet I see pool company signs, roofer signs, and general remodelling signs in the yards for quite a while all the time. I had a coroplast sign in my yard for the month with zero issues. I suppose each HOA sets their own level of enforcement. You just have to get a feel for how it is enforced in your HOA.
This year, I plan to put up a backlit sign, somewhat larger, next to the house, sort of in the side yard. That way it is less a visual obstruction or eyesore along the street. I would however caution that you should research any city regulations or zoning about attaching a sign to the house, as that could fall under city P&Z signage restrictions, especially the ones with intent to prevent businesses from moving into residential areas.
Of course, if you have a well decorated sign, you could always defend it to the HOA as being part of the display.
I'd make a small, tastefull sign, decorate it in a Christmassy fashion, and see what happens. Do others in the neighborhood have store-bought Merry Christmas or Happy Holidays signs/flags/banners?
I'd also have a plan-B in place. But personally I think a HOA would have more problems with a scrolling LED sign in the window than with a tactfully-done static sign in the yard (we use both )
I do agree regarding "forgiveness vs. permission", though. If you ask, they may have to deny you on principle, but if nobody complains they may well look the other way.
Good points ... your right, its more part of the the display than an actual standalone sign.
And normally, you might get a warning (about a violation) that needs 30 days to be rectified. I guess in 30 days, the show will likely be over and the sign comes down anyways. I had also thought about one of those LED scrolling signs ... but those are expensive and sometimes hard to read at a distance.
I wouldn't normally worry, but my neighbor (the only one that is hard to satisfy) is the HOA president and one of those self-appointed N AZI style corrupt board members you sometimes read about. So while she breaks the rules, she calls you out on them. Her term ends in another year, thank goodness.

I think I would definitely try to make it as much a part of the decorations as possible, and try to make it visually prominent by lighting effects, not by placement. Try to make it not look like a sign during the day.
One other idea, that I don't know if it even applies in your case. If you are in a front driveway neighborhood, and you expect to park in sight in the driveway, get a big vinyl sign put on your rear window. I don't know about Colorado, but in Texas neither cities nor HOA's can regulate that.
Our HOA has the same restrictions and we never had an issue with it at all. Not at all. They even tell us brown mulching only. We assume they know it goes with the display so we never had anyone get mad and never got any notice or anything. I would put one out, put anyone but have a back up plan. I dont have a back up plan, because we never had issues with it.

Our HOA has ver similar restrictions but had no problem with our sign,
They even commented on how nice it looked when they came by with my award for the best neighborhood lights
I think the main thing (as already stated) is that the sign is PART of the seasonal display. As long as you don't have a piece of cardboard written on with a sharpie I bet you'll be ok

I think santa or some other character holding a banner with tune to information would be cool. I had a similar concern last halloween. I used tombstones with the tune to info on them.
