Not that I'm into pirating but I've noticed people have sound clips from expressions that have been said in Christmas Movies in their Christmas Display soundtracks.  In this case I'm looking for one from Christmas Vacation because my family jokes with me about being Clark Griswald.  Anyway, I'd like to use a few second clip in my display this year but I don't know where they come from or how people make them.

Can someone help me on this?  THANKS

You can use a program like Total Recorder, or DVD audio Ripper to convert your Audio to a working MP3 file.

Total Recorder is probably more versatile.  Neither are free.

You can use Google. Type in ie: Christmas Vacation sound clips, pages will come up with Christmas Vacation Sound clips. I just typed in movie sound clips and came up with these. This would be the easiest way, unless you want a specific sound clip that isn't listed. If so, then you would have to do what Dale said.
