........adding copyrighted music to light controllers. I thought that perhaps when a song is sync. to lights, and a car or more stop in front of the house, and who tune into the FM transmitter and watch the light show, would that not be a public preformance?

I am just wondering what the laws in the USA say about this. Generally, are laws up here are simaller (in regards to copyrights), I hate to fined myself doing something illegal.

I don't think this is the right forum for this question but I think (at least in the US) that this would fall under "Private" display.

IANAL, but I'm pretty sure that is the common opinion.
