I am looking for a 200 Amp 42 circuit main panel that will accommodate split breakers. I am unable to find anything locally under 1,000.00 w/ ground bar assembly  I figured with all of the experience on this site someone will know of a better supplier.

I would check with Home Depot or Lowes, both can order a 42 circuit 200A main breaker panel. for under 500.00 w/o the breakers. Cutler Hammer, Square D and Siemens all make panels that will accomodate piggyback breakers.

Most wholesalers won't sell to non-contractors due to liability but there are a few that will. 

As for the meter tub you listed, is there a reason that you have selected that one.  A more typical meter base is available from Milbank similar to these http://www.milbankmfg.com/Products/Catalogs/CatalogFiles/PDF/TXUT%2011-06a.pdf#U7021-RL

Not sure if you are planning on adding a backup generator or if you specifically want a combination meter socket and breaker panel.  The last time I bought a 200A meter tub they were under 200.00.
